Since when are high power microwave beams non-lethal? I guess since they don't bother specifying which specific wavelength.

As you said, depends on frequency and power. Mostly they just heat up the surface of your skin. WWII seamen used to like to stand watch in front of the radar dish to keep warm.

And having read this general's reasoning, it makes sense. "If we aren't willing to use a non-lethal weapon on our own people, we have no right to use it on others."

it's not immediately lethal. it just gives you cancer eventually.
