If I recall correctly, in Safari (and probably in Firefox) you can see the speed at which you're downloading a particular file while it's downloading, by watching the download window.

If you want to just monitor the speed at which you're sending/receiving data in general, open Activity Monitor (in Utilities) and click on the "Network" selection; you'll see stats for total data and packets in/out and per second (weighted moving average, I assume).
