Ah, maybe that's where the concern that anti-abortion language would affect privately funded insurance plans comes from. If the monies for privately funded insurance plans and for publicly funded plans were co-mingled, then that would "taint" private plans with public funding, requiring the private plans to follow the same rules as for publicly funded plans.
(Amusing that I view it as public funds tainting private plans, rather than private plan coverage tainting public funds.)
