My boyfriend and I speculate that the guy running it has to be a control freak - he could easily set up an automated system where he just drops all the postcards he receives into a batch scanner and it posts them all automatically, but instead he wants to control it all and select only the visually best ones - and not necessarily the most emotionally powerful ones. You could also call it "retaining creative control." ;)
